What You Will Be Doing

The role of the Enterprise Analyst within OEA is to lead a modeling, simulation, and analysis portfolio with a team of diverse and highly skilled government and contractor analysts to evaluate the technical performance of the NRO enterprise against mission needs. This individual manages all aspects of assigned analysis efforts, to include defining key analysis questions, determining appropriate methods, obtaining access to required data, providing technical direction and leadership to the study team, and ensuring study products are of high quality, responsive, and delivered on time. The Enterprise Analyst works closely with other Systems Engineering Directorate offices (e.g., chief architect, chief engineer, digital engineering), subject matter experts across the NRO, and NRO mission partners to define analysis needs, collaborate on integrated analysis projects, and deliver analysis insights.

  • Initiates and conducts thorough and comprehensive modeling, simulation, and analysis studies involving the breadth of NRO space and ground capabilities. Studies vary in complexity based on scenario and the needs of the customer or decision maker. Works closely with customer to define the problem and establish overall scope and objectives. Serves as subject matter expert for assigned analysis projects. Produces insightful findings, alternative courses of action, and recommended solutions to critical problems that have significant mission impact on current operations or future NRO capabilities.
  • Leads analysis effort by coordinating work of SED analysis team and contributors from across NRO and the stakeholder community. Responsible for formulating methods, providing technical guidance, assigning tasks, overseeing analysis, and reviewing work for technical quality and clarity of conveying results.
  • Briefs senior management on study results. Provides status updates at appropriate intervals throughout each analysis project. Identifies issues or risks to completing analysis project with proposed remediation plan.
  • Oversees work effort of assigned FFRDC and SETA staff. Maintains interactions with contractor personnel to evaluate progress and provides feedback and advice to team managers when challenges or problem areas arise. Uses formal mechanisms to provide award fee inputs to contracting officer technical representatives.
  • Evaluates the value and applicability of new or improved analysis methods, technology, trends, or applications. Identifies analysis tool or capability gaps and advises management on solutions with executable implementation plans. Oversees tool procurement or development activities as assigned.
  • Manages daily programmatic functions, interfaces with mission partners across the IC and DoD, reaches out to operational stakeholder to ensure proper context for analysis. Provides coordination and guidance to a wide range of government, military, and contractor personnel on methods, processes, practices, lessons learned and risk mitigation.

What You Need

  • Baccalaureate or Graduate Degree: technical or scientific field (STEM) such as engineering, physics, physical science, chemistry, mathematics, statistics, operations research, engineering management, or computer science. Individual occupations have specific educational requirements but a STEM degree is prerequisite for all. Actual degree and courses required will be determined based on qualification of individual for the position.
  • Knowledge of the principles, concepts, and methodologies of engineering disciplines or knowledge of mathematics, physics, physical sciences, statistics, operations research, and computer science to perform assigned duties and responsibilities.
  • Knowledge of a broad range of advanced methods and techniques in quantitative and qualitative analyses and assessments. Examples may include statistics, modeling and simulation, and decision analytics.
  • Proven critical thinking and reasoning skills as demonstrated by experience in preparing analytical assessments and other written products with emphasis on clear organization and concise and logical presentation to include an assessment or recommendation supported by data research.
  • Skill in interpersonal relationships to work with project/program teams in the implementation of NRO-wide programs. Uses interpersonal skills, to persuade and gain concurrence from both internal and external organizational personnel in order to implement new innovative courses of action.
  • Skill in oral and written communication to prepare and present reports, interpret policies and guidelines, provide advice and guidance to customers, and represent the NRO in interactions with other organizations.
  • Strong leadership and team-building skills; ability to deal effectively with diverse teams of contractors, SETA and FFRDCs; with individuals of all levels in Government throughout the NRO and other government agencies. Uses interpersonal skills, to persuade and gain concurrence from both internal and external organizational personnel in order to implement new innovative courses of action.
  • Ability to manage competing priorities, multiple tasks, and work requirements by continuously analyzing available resources against ongoing work.

Desired Qualifications

  • Experience with NRO missions, programs, management processes and operations.
  • Sound understanding of intelligence satellite systems.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform  and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.

  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  • Defense Acquisition Workforce Improvement Act (DAWIA) coded positions: If selected for a DAWIA coded position, the incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
