Where You Will Work

This position will be responsible for assisting the Chief of Infrastructure Resiliency Center in overseeing the MS&O Operation and Maintenance (O&M) effort as well as Industrial Control System (ICS) initiatives.  The successful candidate will have exhibited experience with the full-range of facilities and infrastructure management functions to include, design, preventative maintenance, operations & maintenance, renovation, recapitalization and construction projects.  Additionally, the successful candidate will need to have demonstrated the ability to conduct technical evaluations by performing root-cause analysis of engineering issues (anomalies) associated with electrical and/or mechanical infrastructure.  Finally, the successful candidate will exhibit experience with industrial control systems (ICS).  Specifically, the candidate will be responsible for working with the NRO ICS Office to develop budgets and strategies for the upgrade of information and operational technologies to meet industry standards for system functionality and cyber security.

What You Will Be Doing

  • Prepares, provides, and evaluates conventional plans, designs, design specifications, and related documentation related to facilities projects.
  • Provides findings and recommendations to senior colleagues and/or agency officials responsible for broad program operations.
  • Serves as an authoritative expert and consultant on a broad program, a highly specialized field, or for assignments which affects national or international interests. 
  • Serves as a technical authority and/or Contracting Officer Technical Representative (COTR)
  • Manages issues and risks to balance lifecycle cost, schedule and technical performance
  • Researches trends and patterns
  • Reviews and evaluates studies, projects, proposals, or reports.
  • Develops new methods and criteria
  • Proposes new policies and practices
  • Conducts technical analyses and field work to achieve desired outcome.
  • Makes decisions and executes and/or directs actions exploring, reconciling, and resolving major uncertainties, unique situations, obscure problems, or conflicting objectives typically resulting from the abstract nature of the concepts or the existence of serious conflicts among specific requirements, technological developments, standards, program direction, and administrative requirements.
  • Evaluates the value and applicability of new or improved technology, strategies, trends or applications.
  • Interacts with the NRO user community with respect to system and/or operational requirements
  • Assess project and program effectiveness
  • Provides expertise and advice on program planning and policy-making functions covering a broad range of engineering, architecture, or scientific programs.

What You Need 

  • Bachelor's degree in Professional Engineering. To be acceptable, the curriculum must be in a school of engineering where the curriculum is accredited by the Accreditation Board for Engineering and Technology (ABET).
  • Expertise in advanced multidisciplinary engineering or related engineering/technical discipline, concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, execution, and advisory services.
  • Demonstrated interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision; ability to work collegially to find a consensus solution when views differ among agencies, and ability to effectively work independently and within a team or collaborative environment.
  • Demonstrated written and oral communications skills, including ability to communicate effectively with people at all levels of leadership and ability to give effective oral presentations at levels appropriate to and tailored for different target audiences.
  • Proven critical thinking skills and reasoning skills as demonstrated by experience in preparing analytical assessments and other written products with emphasis on clear organization; concise, logical presentation; to include an assessment or recommendation supported by data or research.
  • Knowledge of and ability to apply analytic, diagnostic, and qualitative techniques sufficient to produce authoritative analytical products (such as test plans and final reports), and the ability to employ new methodological approaches to analyze information.
  • Familiarity with systems engineering principles and architecture.
  • Minimum two years of government acquisition experience or equivalent.

Desired Qualifications

  • Bachelor’s degree in Professional Engineering, electrical or mechanical engineering preferred.
  • Program Management or technical management expertise is highly desirable (i.e., cost, performance, schedule, and technical reporting) to accomplish the duties and responsibilities of the position.
  • Experience with NRO missions, programs, and management processes.
  • Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform  and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.
